路透社報導，南蘇丹軍事法院院長羅基(Khalid Ono Loki)已經請辭。路透社今天(18日)報導，羅基在辭職信中寫道，由於高層介入，令他無法處置在內戰中被控強暴和謀殺的士兵，因而請辭。

這是一個星期來第三位辭職的政府高級官員。

在7天之前，甚受尊敬的後勤副首長斯瓦卡中將(Thomas Cirillo Swaka)請辭；接著在17日，勞動部長拉姆中將(Duop Lam)辭職，並立即投入叛軍、前副總統馬查爾(Riek Machar)的陣營。

南蘇丹在脫離蘇丹共和國兩年之後，於2013年起衝突持續不斷。當時是丁卡族(D省錢大作戰inka)出身的總統基爾(Salva Kiir)，開除努爾族(Nuer)的副總統馬查爾，結果在幾個月後爆發戰鬥。2016年馬查爾曾經復位，但幾個星期後後又爆發暴力事件。

這場爭執日益演變成族裔衝突，迫使300萬人逃離家園，使這個擁有1,100萬人口的國家幾乎面臨飢荒。聯合國(UN)也宣布，南蘇丹已瀕臨種族滅絕處境。

聯合國官員與西方政府曾指控衝突雙方，都犯下虐待事件。

川普即將於元月下旬上任，近期美股持續衝高。根據彭博統計，截至2016/12/28，去年十二月以來美股道瓊工業指數上漲約3.7%、史坦普500指數上漲約2.3%，兩項指數今年累計漲幅均為雙位數，分別逾13.8%、10.5%，顯示美股長線升浪不減。

富蘭克林華美投信表示，隨著最新經濟數據出爐，美國的12月消費者信心指數從109.4升至113.7，創下2001年八月以來最高水準，另外，全美房價指數年增5.6%，創下2014年七月以來最大漲幅，美國房市與消費者信心數據轉佳，支撐景氣溫和復甦氣氛、美元指數衝高，也為美股帶來一股漲勢。

據經濟合作暨發展組織（OECD）預估，2017年美國經濟將增長2.3%，2018年持續增長至3%，史坦普500指數獲利預估明年成長12%，美國市場有基本面利好條件。

富蘭克林華美新世界股票基金經理人左思軒表示，2017年全球景氣可望擺脫低成長、低通膨與低利率的三低環境，進入成長轉強、通膨增溫及利率上揚環境，將有利資金流入股市等資產。元月分聚焦美國企業財報以及1/20川普政府上任階段，不少券商預估美股獲利成長力仍將維持10%以上，主要受惠於川普降稅增加基礎建設政策，CPI數據持續回溫，企業持續積極發放股利與股票回購等，預期2017年上半年美股多頭格局仍持續。

美減稅效應建議關注

中國信託銀行財富管理產品處副總經理黃培直表示，2017年將是微通膨年代，景氣將緩步回升，不過全球化及反全球化的兩股力量將使全球長期經貿局勢重新洗牌，川普當選美國總統後，確定退出TPP（跨太平洋夥伴協定），將牽動產業、相關國家發展，此舉亦將助長以中國大陸為首的RCEP（區域全面經濟夥伴關係協定）勢力，有望吸引無法參加TPP的國家加入RCEP陣營，加上一帶一路政策推動，有望推升中國變成最大債權國，力量將愈來愈強大。

另外，全球政治、經濟相互影響，從英國脫歐、川普當選美國總統等事件可知全球民粹力量正逐漸蔓延，2017年還有德、法選舉存在不確定變數；新執政者推升經濟政策不同以往，預料成熟國家不再以量化寬鬆等貨幣政策為主，改以財政、貨幣雙軌政策並行，有利景氣回升。例如，美國過去倚重的量化寬鬆貨幣政策使貧富差距擴大，預料川普上任後將擴大基礎建設及增加財政政策的力道。

展望美股後市，左思軒表示，建議投資人多方關注美國總統當選人川普和新國會在減稅行動、監管改革和財政支出等政策上的動向，以及消費信心與房價指數變化，以利評估經濟與景氣的增長速度。不過，美國市場有基本面利好、資金回流等條件支撐，仍是長線相對看好的投資市場。
